Vice Admiral Sir David Steel KBE KStJ DL Appointed as VOS Patron

On World Mental Health Day 2025, Veterans Outreach Support (VOS) is proud to announce the appointment of Vice Admiral Sir David Steel KBE KStJ DL as our second Patron – a move that strengthens our deep-rooted connection with the Royal Navy and the wider maritime community.

Sir David has had a distinguished 36-year career in the Royal Navy, joining in 1979 and rising to the rank of Vice Admiral. His leadership roles included serving as Second Sea Lord, Naval Secretary, and Commander of HM Naval Base Portsmouth. Following his naval service, he was appointed Governor of Gibraltar from 2020 to 2024, where he played a pivotal role in supporting Gibraltar’s leadership during a time of significant change.

A qualified barrister, Sir David was also the Navy’s most senior legal adviser. He served in HMS Invincible, which was involved in air operations off Iraq and Kosovo, the latter of which earned him the Queen’s Commendation for Valuable Service.🎖 

In 2015, he was appointed a Knight Commander of the Order of the British Empire (KBE), and later a Knight of the Order of St John (KStJ.

Beyond his military and diplomatic service, Sir David is a passionate advocate for seafarer welfare. He is a Trustee of the Nuffield Trust for the Forces of the Crown, President of the Union Jack Club, and Vice-President of the Sea Cadets, among other roles.

On this appointment, Sir David said:

“I was told on retirement that ‘the dockyard wall will seem much taller from the outside than it ever seemed from within’. That has been my experience, and I am sure that it has been for so many others who leave the Armed Forces. I am honoured therefore to become a Patron of VOS, to assist in any way I can a charity that overcomes the dockyard wall or security fence, providing the welfare, wellbeing and support so many of our veterans and their loved ones need.”

His patronship marks a significant step in VOS’s mission to reduce barriers, and to advocate on behalf of our veterans, including those having trouble in transitioning from the Armed Forces to civilian life. This can be a particularly stressful time for individuals and families alike and is one of the reasons people turn to VOS for welfare, mental health and welfare support.
